GENERAL PROCUREMENT NOTICE

The Government of the Federal Republic of Nigeria (FRN) obtained financing from the Islamic
Development Bank (IDB) equivalent to USD 90.00 million (USD 15 million ISFD Loan, USD 7 million
Ordinary Loan and USD 68 million Installment Sale Financing) to finance Kano State Agro Pastoral
Development Project (KSADP) in Nigeria; and proposes to use the funds for the settlement of supplies,
works and services to be acquired under this project.
Objectives of the Project
The Project considered the following as its development objectives: a fast growing and diversified
economy whose development is firmly rooted in local resources; its agricultural sector shall be
modernized with the capacity to ensure food sufficiency and the steady supply of raw materials to its
industries; its manufacturing sector – mainly based on agricultural raw materials – shall be competitive
nationally and internationally and shall hold the key to wealth creation, employment generation and
poverty eradication.
The project’s development objectives will be achieved through the implementation of the following
components: A: Agro Pastoral Productivity and Production Enhancement, B: Value Addition and
Market Access, C: Project Coordination and Management
The acquisitions of Goods and Works will be carried out in accordance with the Guidelines for
Procurement Funded by the Islamic Development Bank (May 2009 edition revised in February 2012).
Contracts for consulting services will be awarded in accordance with the Guidelines for the Use of
Consultants for projects financed by the Islamic Development Bank (May 2009 revised in February
2012).
Procurement of Goods:
The procurement of machines and materials, straw transformation for improving crop residue
utilization will be carried out by (INTERNATIONAL COMPETITIVE BIDDING AMONG MEMBER
COUNTRY FIRMS (ICB-MC). The procurement of slashers and bailers for commercial largescale
fodder production, provision of artificial insemination equipment and pure bred bulls will be carried
out using (NATIONAL COMPETITIVE BIDDING (NCB). Procurement of PPR and CBPP vaccines,
coolers etc will be carried out by (OPEN INTERNATIONAL COMPETITIVE BIDDING). The
procurement of Office equipment, furniture and vehicles for the PMU will be carried out through
[NATIONAL SHOPPING].
Procurement of Works:
The procurement for the development of 3,000ha grazing reserves at Danshoshiya – 3000ha land
preparation and fodder development, construction of borehole and reticulation, construction of
perimeter fence and access (earth) roads, construction of Veterinary clinic, loading ramp, holding area,
nomadic school, mosque, store and mini market, establishment of 20ha seed multiplication plot.
Procurement for the development of 1,000haWatari Irrigation Scheme – Desilting of 37,000 m 3 of night
storage Reservoir, repairs and desilting of 40,500m 3 main canals and drainages at Watari irrigation
schemes, 6 m 3 of gully erosion control of Watari Dam embankment. The procurement for the
construction of 200 units of storage facilities, construction of 150 units of fodder banks within grazing
reserves and construction of 2,500 units of fodder banks around milk collection centres will all be
carried out through [INTERNATIONAL COMPETITIVE BIDDING (ICB) AMONG MEMBER
COUNTRIES (MC).

The procurement for the provision of Veterinary Laboratory (Reference) – Construction and equipping
reference veterinary laboratory, Development of Dawanau market infrastructure – construction of 4km
drainage facilities, construction of 4km of roads, provision of 55 nos. electricity lightening post, police
outpost, mosque, office and conference, 18 toilets facilities and development of market information
system will be conducted by (NATIONAL COMPETITIVE BIDDING)
Selection of Consultants:
Consultancy services for detailed design and supervision of Grazing reserve development (3,000 ha at
Dan Soshiya) – 3000ha land preparation and fodder development , construction of borehole and
reticulation, construction of perimeter fence and Access (earth) roads, construction of veterinary clinic,
loading ramp, holding area, nomadic school, mosque, store and mini market, establishment of 20ha seed
multiplication plot will be acquired through a competitive process using the [QUALITY and COST
BASED SELECTION AMONG SHORT-LIST OF MEMBER COUNTRY FIRMS (QCBS/MC)].
Consulting services for design and supervision for the development of irrigation land, desilting and
repairs of canals, reservoirs and drainages at Watari Irrigation Scheme will be acquired by a
competition using the [QUALITY and COST BASED SELECTION AMONG SHORT-LIST OF
LOCAL FIRMS (QCBS/LC)] method
Remarks: ICB/MC (Limited International Competitive Bidding for Member Countries), NCB (call for
National Competitive Bidding), QCBS/MC (selection based on Quality and Cost among companies from
Member Countries), QCBS / LC (selection based on Quality and Cost Based Selection among a shortlist
of local companies), LCS/LC (Lowest Cost Selection from the local businesses shortlist), IC/LC
(Individual Consultant from the Shortlist of Local Candidates).

The Kano State Agricultural and Rural Development Authority wishes to announce that a
new Project named Kano State Agro Pastoral Development Project (KSADP) to be financed
by the Islamic Development Bank (IsDB) and Government of Kano State as has been
approved for implementation in Kano State. It is on this note that, all interested candidates
within Kano State Civil Service or similar Project (donour agency) are requested to apply for
various positions provided under the project with the following qualifications and experience.

  1. State Project Coordinator
    Will be responsible for overall day-to-day management of implementation phase of
    the project, including coordination of procurement, financial management and M&E.
    Coordination with all the executing agencies and focal points responsible for the
    implementation of all project activities.
    Qualifications and Experience Required
    (i) Master’s, Degree in Agriculture, Rural, Development Studies and Agricultural
    Economics, Engineering and Management or related disciplines with at least 10
    years’ experience preferably in the management/implementation of donor-
    funded projects. Detailed knowledge of design, implementation arrangement
    and monitoring and evaluation of donor financed projects. (ii) Strong project
    management skills including ability to provide strategic guidance develop work
    plans and manage budgets and project expenditures. (iii) Working experience in
    donor projects environment. (iv) Good understanding of Federal and Kano
    State Government policies and programs, (v) Excellent computer skills
    including knowledge of MS Office Applications and Project Management.
  2. Procurement Specialist
    The Procurement Specialist (PS) is to manage the procurement for the PMU project
    under strict deadlines and standards as set out in the IsDB’s Guidelines for: Selection
    and Employment of Consultants and Procurement of works and goods by IsDB
    Borrowers
    Qualifications and Experience Required
    (i) First degree in relevant discipline, e.g. Business, Law, Engineering, Social
    sciences, Administration etc. with minimum of 5 years post graduate experience
    in procurement and contract management in public sector. (ii) Possession of
    Higher Degree will be an added advantage. (iii) Must have good knowledge of
    procurement policies and procedures of a multilateral financial institution
    (preferably the Islamic Development Bank); as well as good knowledge of the
    institutional, technical, and commercial aspects of procurement. (iv) Excellent
    skills in project management demonstrated in previous jobs. (v) Proven record
    of accomplishment in working effectively within multidisciplinary teams; (vii)

Excellent computer Skills including knowledge of MS office Applications and
Project Management.

  1. Crop Production Specialist
    The Crop Production Specialist will be responsible for all crop production activities
    under the project. He/She will support project’s efforts to help farmers’ access quality
    agricultural inputs, equipment for land preparation, harvest and post-harvest operation
    for the purpose of increasing on farm productivity and yields of farmers.
    Qualifications and Experience Required
    (i) Must have a B.Sc./HND in Agriculture, Agronomy Crop Production, Agricultural
    Extension, and Rural Development, Agricultural Economics or related disciplines
    with at least 8 years of professional experience in implementation of crop
    production and related activities in donor funded projects. (ii) A post graduate
    degree will be an added advantage, (iii) Strong project management skills, (iv)
    Must possess inter-personal, communication and negotiating skills and should be
    able to speak the language used by farmers in the project locations, (v)
    Knowledge of implementation of donor funded projects will be an added
    advantage (vi) Excellent computer skills including knowledge of MS Office
    Applications and Project Management.
  2. Livestock Specialist
    The Livestock Specialist will be responsible for the implementation of all Livestock
    related activities in the project and also be responsible for overseeing the development
    of the grazing reserve in line with approved activities proposed in the Project
    Appraisal Document. He/She will oversee the production of all animal feeds (fodder
    and crop residue) to improve access improved animal health and feeds by animals.
    Qualifications and Experience Required
    (i) Must have a degree in Animal Science, Veterinary Medicine, Agriculture or other
    related discipline with at least 8 years’ experience in implementation of livestock
    production, husbandry and development of animal feeds. (ii) Must possess
    knowledge of building capacity of animal health experts, practical knowledge of
    undertaking artificial inseminations in large ruminants, (iii) Strong project
    management skills. (iv) Must possess inter-personal, communication and
    negotiating skills, and should be able to speak the language used by pastoralists in
    the project locations (v) Knowledge of implementation of donor funded projects
    will be an added advantage (vi) Excellent computer skills including knowledge of
    MS Office Applications and Project Management (vii) Excellent skills in project
    management demonstrated in previous jobs, (viii) Proven track record in working
    effectively within multidisciplinary teams
  3. Rural Infrastructure Engineer
    The Rural Infrastructure Engineer will manage and supervise all engineering aspects
    of the project including all the irrigation and other rural infrastructure schemes to be
    rehabilitated or constructed under the project in line with IsDB regulations and
    standards.

Qualifications and Experience Required
(i) BSc./B.Eng in Agricultural Engineering, Irrigation Engineering, Civil
Engineering, Water Resources Engineering, or equivalent, (ii) five (5) years
professional experience in the management and implementation of Irrigation
related projects, (iii) At least 5 years’ experience in implementation of donor-
funded irrigation related project, (iv) Must be a member of a reputable
Engineering Regulatory body such as COREN, NSE etc. (v) Knowledge of
Autocad will be an added advantage (vi) Excellent skills in project management
demonstrated in previous jobs, (vii) Proven track record in working effectively
within multidisciplinary teams, (viii) Excellent computer skills including
knowledge of MS office Applications and Project Management.

  1. Monitoring and Evaluation Specialist
    The M&E Specialist is to develop a comprehensive monitoring and evaluation of the
    project, oversee the monitoring of components and subcomponents, provide technical
    guidance and participate on the development of the integrated information system and
    training of the staff responsible for the monitoring of components and subcomponents
    of the project.
    Qualifications and Skills Required
    (i) First degree in relevant discipline, e.g. Agriculture, Economics, Social Sciences,
    Statistics, and Management Information Systems etc. with minimum of 5 years
    experience in database management, monitoring and evaluation, (ii) A post
    graduate degree will be an added advantage, (iii) Must have good knowledge of
    monitoring and evaluation practice and procedures of implementing similar
    projects, (iv) Excellent skills in project management demonstrated in previous
    jobs, (v) Excellent skills in undertaking survey, studies and report writing, (vi)
    Proven track record in working effectively within multidisciplinary teams (vii)
    Extensive field-based experience in Kano State, (viii) Excellent communications
    skills both written and orally. (ix) Excellent computer skills including knowledge
    of MS office Applications and Project Management.
  2. Project Accountant
    The Project Accountant position is to implement and oversee the running of a reliable
    financial management system, which will effectively manage fiduciary risks of the
    project and produce reliable financial information for use by the Project Management
    Unit (PMU) and
    Qualifications and Experience
    (i) The Project Accountant is required to hold at least a Bachelor/HND Degree in
    Accounting or its equivalent with at least five (5) years post qualification
    experience, (ii) Membership of a professional associations ICAN, ANAN etc. will
    be added advantage, (iii) In addition, the following selection criteria apply: a)
    Hands on experience in accounting for multiple donor funded projects, b)
    Proficiency in Computer software applications & spreadsheets, c) Superior

knowledge of International accounting and auditing standards in the public and
private sectors, c) Due regard for professionalism and integrity.

  1. Communication Specialist

The communication specialist is to create and maintain positive relationship
between the project team and the public using media outlets. He is also to produce
press releases, articles and manage public events.
Qualifications and Experience Required
(i) Degree in science and social sciences (ii) A minimum of 3 years of relevant
experience in development communication, (iii) Excellent writing and
communication skills, (iv) Demonstrate ability to prepare multi-media content
e.g. features, articles, press releases etc, (v) Demonstrated ability to develop and
maintain partnership with media organization (vi) Well developed understanding
of social media and digital communication (vii) Managed and maintained the
website (viii) Responding to media queries, (ix) ability to develop jingles, (x)
Excellent computer skills including knowledge of MS office Applications and
Project Management

  1. Administration/Confidential Secretary

Will provide clerical and administrative support to the project professionals. Will
also be involved in the coordination and implementation of office procedures
such as data entry, word processing, office management, documents preparation
and filing and perform basic office accounting tasks.
Qualifications and Experience Required
(i) B.Sc/HND in Business Administration, Sociology or other related disciplines, (ii)
Proven work experience as an administrative officer, administrator or similar
role, (iii) Solid knowledge of office procedures, (iii) Experience with office
management software like MS Office (MS excel and MS word specifically), (iv)
Strong organizational skills with a problem solving attitude, (v) Excellent written
and verbal communications skill
