The Government of the Federal Republic of Nigeria (FRN) obtained financing from the Islamic
Development Bank (IDB) equivalent to USD 90.00 million (USD 15 million ISFD Loan, USD 7 million
Ordinary Loan and USD 68 million Installment Sale Financing) to finance Kano State Agro Pastoral
Development Project (KSADP) in Nigeria; and proposes to use the funds for the settlement of supplies,
works and services to be acquired under this project.
Objectives of the Project
The Project considered the following as its development objectives: a fast growing and diversified
economy whose development is firmly rooted in local resources; its agricultural sector shall be
modernized with the capacity to ensure food sufficiency and the steady supply of raw materials to its
industries; its manufacturing sector – mainly based on agricultural raw materials – shall be competitive
nationally and internationally and shall hold the key to wealth creation, employment generation and
poverty eradication.
The project’s development objectives will be achieved through the implementation of the following
components: A: Agro Pastoral Productivity and Production Enhancement, B: Value Addition and
Market Access, C: Project Coordination and Management
The acquisitions of Goods and Works will be carried out in accordance with the Guidelines for
Procurement Funded by the Islamic Development Bank (May 2009 edition revised in February 2012).
Contracts for consulting services will be awarded in accordance with the Guidelines for the Use of
Consultants for projects financed by the Islamic Development Bank (May 2009 revised in February
2012).
Procurement of Goods:
The procurement of machines and materials, straw transformation for improving crop residue
utilization will be carried out by (INTERNATIONAL COMPETITIVE BIDDING AMONG MEMBER
COUNTRY FIRMS (ICB-MC). The procurement of slashers and bailers for commercial largescale
fodder production, provision of artificial insemination equipment and pure bred bulls will be carried
out using (NATIONAL COMPETITIVE BIDDING (NCB). Procurement of PPR and CBPP vaccines,
coolers etc will be carried out by (OPEN INTERNATIONAL COMPETITIVE BIDDING). The
procurement of Office equipment, furniture and vehicles for the PMU will be carried out through
[NATIONAL SHOPPING].
Procurement of Works:
The procurement for the development of 3,000ha grazing reserves at Danshoshiya – 3000ha land
preparation and fodder development, construction of borehole and reticulation, construction of
perimeter fence and access (earth) roads, construction of Veterinary clinic, loading ramp, holding area,
nomadic school, mosque, store and mini market, establishment of 20ha seed multiplication plot.
Procurement for the development of 1,000haWatari Irrigation Scheme – Desilting of 37,000 m 3 of night
storage Reservoir, repairs and desilting of 40,500m 3 main canals and drainages at Watari irrigation
schemes, 6 m 3 of gully erosion control of Watari Dam embankment. The procurement for the
construction of 200 units of storage facilities, construction of 150 units of fodder banks within grazing
reserves and construction of 2,500 units of fodder banks around milk collection centres will all be
carried out through [INTERNATIONAL COMPETITIVE BIDDING (ICB) AMONG MEMBER
COUNTRIES (MC).
The procurement for the provision of Veterinary Laboratory (Reference) – Construction and equipping
reference veterinary laboratory, Development of Dawanau market infrastructure – construction of 4km
drainage facilities, construction of 4km of roads, provision of 55 nos. electricity lightening post, police
outpost, mosque, office and conference, 18 toilets facilities and development of market information
system will be conducted by (NATIONAL COMPETITIVE BIDDING)
Selection of Consultants:
Consultancy services for detailed design and supervision of Grazing reserve development (3,000 ha at
Dan Soshiya) – 3000ha land preparation and fodder development , construction of borehole and
reticulation, construction of perimeter fence and Access (earth) roads, construction of veterinary clinic,
loading ramp, holding area, nomadic school, mosque, store and mini market, establishment of 20ha seed
multiplication plot will be acquired through a competitive process using the [QUALITY and COST
BASED SELECTION AMONG SHORT-LIST OF MEMBER COUNTRY FIRMS (QCBS/MC)].
Consulting services for design and supervision for the development of irrigation land, desilting and
repairs of canals, reservoirs and drainages at Watari Irrigation Scheme will be acquired by a
competition using the [QUALITY and COST BASED SELECTION AMONG SHORT-LIST OF
LOCAL FIRMS (QCBS/LC)] method

National Competitive Bidding), QCBS/MC (selection based on Quality and Cost among companies from
Member Countries), QCBS / LC (selection based on Quality and Cost Based Selection among a shortlist
